STRATEGY TO COMBAT CRIME:

For combating crime CTP, apart from traditional techniques have tried to involve the public also.
Presently CTP has taken the following steps:
a) Free of charge telephone calls at "15" and "911"(mobile phone). On average 15 calls are received in 24 hours. 
b) Establishment of Police Liaison Committee (CPLC).
c) Holding of open "Kacheries". 
d) Accessibility of SHO/officers in offices from 18:00hrs to 20:00hrs. Quick Response Service – Eagles. Total-11.
Permanent Beat system. Total-55.
e) Mobile Patrolling/supervision. The mobile and foot patrolling is supervised by one SP, two DSsP/AssP and two
Inspectors. 
f) General hold ups are also carried out from time to time. There are 13 check posts working round the clock on the main
entry/exit to ICT. Registration of domestic/Private servants for verification of antecedents. Total 2893.
g) Useful instructions to the public on security and crime against person /property. Liaison with the Property dealers.
h) Checking of guest houses/hotels. 
i) Action under security Provisions of Cr.P.C.
j) Prevention through detection/convictions CTP has been pursing control of crime with all the diligence despite difficulties
was not so bad as far as the working out of crime is concerned. This can be gauged from the following: 

     Crime against Person.
     Increase from 1996 to 1997----------24% 
     Increase n work out of cases---------26%

     Crime against property.
     Increase from 1996 to 1997----------12% 
     Increase in work out of cases-------- 33% 

Efforts to prevent this crime:

Anti-car lifting squad has been created after splitting the CIA Islamabad. i.e.,

     a) Anti dacoity /robbery squad. 
     b) Anti car theft squad.

The anti-car lifting squad is headed by a DSP. CIA is trying hard to develop their own information network outside the
ICT, which is likely to bear fruits.

Performance of Traffic Police.

Islamabad traffic police during the last one year did well while performing the security and traffic duties. The main
concentration has been on regulating the parking areas, moving violation of traffic code. Special drive against the
unregistered vehicles, tainted glasses and the smoke emitting vehicle was carried out at different times which resulted
into:

Apart from this the traffic staff of CTP has been carrying out traffic classes for the general public specially the public
transport drivers and also in colleges and school, for creating more awareness about the traffic law. 

Action against the Proclaimed Offenders.

A special drive was initiated to arrest the Proclaimed Offenders at all the Police Station level in ICT for which purpose
special teams were constituted. Due to the concerted efforts we were able to arrest 29 Proclaimed Offenders out of the
total 243 involved in different offences in ICT.
