For
the last couple of years, like rest of the country, Islamabad also witnessed and upward trend in crime. Contributory factors, specific to Islamabad is: (a) The adjacent areas of Rawalpindi,
especially in the south of ICT are infested with the criminal elements for which the ICT is just a walking distance. (b) Increase in population.
(c) Visiting laborers for the on-going construction works. (d) Geography of ICT makes it easier for the criminals to make escape after committing crime. (e) Majority of recorded criminals is
residents of areas outside Islamabad.
(f) Presence of a large number
of refugee community, mostly from Afghanistan and some from Somalia.

(g) Resource available
for combating crime are either insufficient or have out lived their utility, like transport and other logistics, which will be taken up later. (h) Unemployment/hard economic condition.
