Purchase of Transport.

For the last 6/7 years no funds have been allocated under this head. The present fleet of 233 vehicles out of the authorized 337 vehicles for CTP have already out lived their utility. The situation has gone so bad that the quick Response Services which used to be performed by Toyota  pick-up is being performed by the troop carriers which have there own limitations for this kind of job. The performance of security duty is also affected. 

Machinery & Equipment.

Without modern equipment present day policing is simply impossible. Unfortunately for the last couple of years no funds were provided under this head. We intended to computerize the police record that could not be accomplished. 

The special branch Islamabad is worst affected considering the nature of their duties. A case for allocation of Rs.1, 305,794 for the purchase of equipment for special Branch was moved which is still pending with the government. 

Repair of Transport.

The repair of transport is badly affected. Most of the work is carried out on loan basis to be paid next year. Since the allocation has been very little under this head CTP is finding it difficult to make the payment for the repairs & purchase of tyres. 

POL Charges.

During the current year the government allocated Rs.7, 000,000, which is extremely small considering the duties the police has to perform. In the last months of the year the payments are delayed because of the shortage of funds, the suppliers stop the supply hence creating problems. 

Uniform and Liveries.

The constabulary is supposed to be provided 3 pairs of uniforms and other articles but the small allocations of funds under this head does not allow this. In the current year the allocation is Rs. 8.000,000, which is hardly enough to give one pair of uniform and other articles to the constabulary 

Building. 

Generally the police buildings which include official and residential are in an extremely bad shape. The extent of problem can be gauged from the fact that at present for more than 7,000 constabulary following accommodation is available: 
Single accommodation in Barracks = 1795 
Flats married accommodation          = 151 
DSP house             = 02 

Training

Although CTP was created in 1981, but unfortunately it has not been sanctioned a Training school. At present a training center with limited resources is being run to train such a large constabulary. There is an urgent need to establish a Training School for the purpose of training the constabulary in different discipline. 

Shortage of Manpower. 

The sanctioned strength of CTP has been revised from time to time but still it is not enough to cater to our demands for following reasons: 
 
 

1.VVIP duties 
The conferences of International gatherings, meeting, seminars, functions and extra ordinary mobility of VVIPs, specially foreign dignitaries and president & Prime Minister of Pakistan, always keep the CTP on alert and requires huge mobility of resources every day. 
There are on the average 22 escort duties performed by the CTP. 

2.Security Threats.
Security requirement of foreign missions/foreign installations have to be provided with round the clock guard duties very small mishappening with a foreign mission can send wring signals abroad which may cause bad name for our national reputation. Keeping in view the global threat of terrorism we have to cater extra resources to protect our foreign guest. 

3.Crime Control. 
A high crime wave added with recent flow of sectarian violence has worsened the crime situation all over the country. Although the crime situation in Islamabad is yet satisfactory as compare to other city. we still require manpower to better the situation
